Recreational Salt water licence???????

I saw last year on the local news that recreational fishermen needed to get a licence to fish this year. This year they were going to be free of charge but every year after you would have to purchase a new one. Now I called he enviromental police to see where I could get my licence and they told me they had no idea what I was talking about??? Does antbody have any idea what the heck is going on because I am officially confused?
