avatar help

i wanna make an animated avatar, with an mpeg video i have.
no idea how to edit the video down to avatar size?
so maybe one of youz guys who spend all day on comps. err, umm {working} could help me out

it's about a 60 second video i wanna take a couple seconds out of

Mike - you need some software that can break it out frame by frame and let you select individual frames. THen you compile the frames into an animated gif format set to loop thru.
