Eben, your machine is probably so stuffed with spyware you have a dozen teenagers from Uzbekistan running gambling sites off your machine
I have COX and mine clocked at 3.6. How saturated your local lines are could have an impact...

Eben, could be just the traffic at the time of the day that you were testing. Try testing it during offhours, like NOT IN THE EVENING.

There could also be noise on your node which is the cable term for "local loop" you can usually check the S/N ratio in the cable modem by going to the internal web address on the modem (check the net on how to do this for the version of modem you are running).
99.99999% of the time when there is a speed performance issue with a cable modem it is due to noise on the forward or return path.
If you television has lost some of its clarity it may be noise on the forward if the S/N ratio on the cable modem is less the 30db then there probably is a return path issue.
Did you add any splitters to the cable which injects more noise into the system also decreasing the signal strength?

Like I said before if is most likley a noise issue somewhere in the house. A bad connector, low signal or noise on the node. The problem with calling the cable company is that they will tell you the download speed is not guarateed. If you tell them the signal to noise ratio is below 30db then that is indicitive of a higher noise problem which will force them to fix the issue.
Lets hope you get a good tech out there that will not just blow you off...
GLuck!
