Yes, there's a "town" permit for $20 which covers all the beach access accept for Great Point. The Great Point sticker is somewhere between $85-100.
Not sure about the price I haven't gotten it the past couple years since I stay out on Madaket which is on the absolute opposite side of the island.
FYI, some beach access (mainly Smith Point) gets shut down anytime now due to the Piping Plovers, so if you are planning to fish Smith, you may want to do it early in the week (if you're staying that long). A couple years ago I was over there at this time of year and by the end of the week, I'm pretty sure Smith was completely shut down.
