It's a dog. The hair is gone from the effect of saltwater and surf/sand ( there is some left on the neck) The "beak" is actually the tip of the skull where the nose has rotted or worn off.
As someone said on TV, it's most likely a pit bull tied up and thrown off a bridge somewhere on long island and washed up there.
I have seen seal carcasses just like that. At first you think "WTF"? But with closer inspection you can identify it.

They don't say in the articles, but my cousin was there when it washed up, and he said it's about 5' long from rump to tip of beak. Some federal officials were there within the hour and removed it in biohazard suits. They also removed all the sand within 10' of it, even under it, using an excavator, prior to treating the area with some type of a foam decontamination spray.
BTW- The guys were wearing black suits and sunglasses under their biohazard suits.

No doubt about it. Platawiesel. All the dog, raccoon theories are part of a government cover up. The Easthampton Town (Montauk is part of Easthampton Township) powers are trying to keep it low key so as not to panic the rich summer folk. These nocturnal feeders could be dangerous to city people.

Yes, it is a Platawiesel. From what I understand its a product of a local East Hampton scientist who cross bred a few unkown animals in the 1930s. He then let several male and females loose on Gin Lane in East Hampton to keep the rich summer folks in fear. For a while, the Feds thought they had captured them all. As I understand, there has been several other siteings include this that have all been covered up.
