I had an interesting conversation today..
with a commercial fisherman. He was spouting off about how the feds are more interested in killing fisherman's careers than saving fish. So I asked him a couple questions- When was the last time you dragged up a purse full of cod off of point Judith? His response was 'there aint no )(*)(*&(*&- cod off of point judith. Nebe's response- 'who's fault was that??? I mean, there used to be so many that guys could catch them from shore"
Fisherman- a whole lot of silence.....

Everything is Cyclical Likwid. Cod were wiped out in RI due to heavy commercial dragging and not enough regulation. Now with heavy regulations the cod are still stuggling to make a comback and dogfish predation of juvinile Cod are high on the list.

Who told you that? A comm?
Scientists have been saying for YEARS the Cod stocks were effed. Permanently. That they would NEVER come back.
Kill all the dogfish, kill all the seals, kill all the striped bass (yes they eat them too!), kill all the bluefish, kill all the humans and they STILL won't be coming back.

They have been coming back. The stock assessment show an increase in GOM, George's and SNE stocks. I can personally tell you that fishing has been getting better and better on Cox's. Problem is that they are not coming back as quickly as everyone would like.

which is why the regs are going to crack down harder.
they had been saying they would never come back.... maybe they will
Lot of hurdles still for them to get back anywhere near recent historic levels, let along, 'normal' levels

Don't get me going on cormorants.They are pack birds that will clean a estuary out of any juvenile baitfish..

NMFS has proposed a moratorium on all winter flounder fishing off southern New England and the Mid-Atlantic.

IMHO
Winter flounder are a victim of overfishing. Period. Their recovery is now hampered/squashed by all of the above (seals, cormorants, climate change etc..)
They aren't unicorns. I caught 2 last year
