Why does this update run day after day after day

Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366)

This thing installs itself successfully every day acording to the update log. Why does it keep getting run every day?

its corrupt, the update software is not seeing the update. Uninstall .NET framework and restart. if that doesnt work, go to the microsoft site and do a search on .NET framework errors. It may just tell you what the problem is. This problem is usually more involved than just an uninstall and reinstall but stranger things have happened
