I don't know about the best - but Halle in a Cat Suit is really working for me....

I gotta say as far as Catwomen go she's only 3rd on the list.

Julie Newmar from the Batman TV series, running around in that skin-tight, Black sequined outfit, has my vote for 1st.

Michelle Pfeiffer would be second just for her almost natural mastery of that whip she was using.
