Plug identity please

This plug measures 7" and weighs 3 ounces. It is unusual as the single hook hanger is flat and goes from center of cut in the mouth to below the eye and the hook hanges from the bottom.

Plug is moulded from plastic?? and has a black body with multi color herring oattern on the back.

Anyone on this site familiar with this bad boy??

what's a j-plug? i've seen them around. just assumed it was some kind of off shore plug.

Designed for Salmon trolling but I have heard of some sharpies working the surf with them.
