Klien Electricains wire cutters from Home Depot .. like $25.00 but worth it .. I been cutting wire and hooks with the same pair like 5 yrs. now .. still cut great right to the tip .

8" channel lock side cutters work fine for me on the 4/0 and smaller 9626 4x's i use.

I use a metal cutting bladeon my dremal, the space it leaves is just enough to slip over the swivel, I then use a pair of needle nose vise grips to gently squeeze both ends together, this distorts the hook minimumly, then as a precaution (mostly to keep from corroding) I solder the "cut" with a drop of rosin core solder, the solder wont stick to the plating... but , it will stick to the fresh cut....
I do most of my needles this way..
