It's a dog. The hair is gone from the effect of saltwater and surf/sand ( there is some left on the neck) The "beak" is actually the tip of the skull where the nose has rotted or worn off.
As someone said on TV, it's most likely a pit bull tied up and thrown off a bridge somewhere on long island and washed up there.
I have seen seal carcasses just like that. At first you think "WTF"? But with closer inspection you can identify it.

Agree, it is a dog. Can you imagine snagging that on a dark night? It would be as bad as having Sauerkraut walk up behind you.
