Yes , its for a rigged eel. When rigged with the squid it acts like a blade on the front of a swimming plug , causing it to wiggle. Its nice if you just drift the eel in a current like off the end of a breachway. For casting out and retrieving through the rocks , I prefer rigged eels with no squid.
You can find the squids in different sizes and different weights. For some reason , they are usually made of tin , not lead but I have seen some lead ones too. Some also have a hook molded into them and some just the blade and an eye to tie to and you run one or two hooks off the eye through the eel. If one hook , it always goes in the head but if two , you put one in the head and one in the tail about at the blow hole.
