If this paint is so "custom mixed" to his cars paint code (variance) what makes him think it's going to be any good to someone else with a blue Saab with the same paint code ?
Christ, the typical color we mix every job have 4-6 variances, some colors more, and even when we get the closest variance, very rarely are we not blending the base coat into adjacent panels, then clearing over.

Blue Nocturne, does sound like it would be a very good color for a plug though. nice dark smoky blue from the sound anyway.
That and being automotive paint as well, it should hold up well, even in salt water

Ive painted most every brand name and type of automotive paint over the past 40 years.
Single stage, 2 stage, 3 stage, pearls. Flops, flakes, flames... you name it.
I seriously doubt that.
