Lure ID

Can anyone ID this one? A simple wooden swimmer with thru wired stainless, what look like nickel grommets and used to have bucktail on the rear hook before it dissolved with age. No markings of any kind. A little lighter in color than in the picture. My guess is 1960's or earlier. Based on that it was my grandfathers and from the other stuff that was with it.

Thanks.
