Why not fish at a power plant where the water is warm??
I am in no position to give advice (14 and started surfcasting 2 months ago) but I see many people catching schoolie stripers and blues at the Fox point power plant, and one guy pulled out a 18 pounder from his boat, they are still there!

(It's OK if the stripers have a Purple film on there scales, it;s normal for the fish down near the power plant! )
