I'd have to goo option 2.
Not many haddock in state waters close to home for me. Nice to be able to keep 1 inshore cod while out getting macs to go live lining.

How many small cod get maimed to cull out one for the box ?

None really. Within 3 nm of Cohasset Scituate Marshfield in state waters you can get you 1 cod greater then 19" in late April, May, June in a few pulls dropping under the macs.
Not much maiming done to a cod with a #16 Sabiki with single hook 4 oz jig on the end.

option 2 closes it for recs for the month of may -that's the best time. next it will be no bass fishing in june

I was expressing my opinion WRT Guppy's post about COD in state waters. Which for option 2 in May would be open for 1 fish.
Not realizing that option 2 for HADDOCK closes for May for private anglers.
Gonna have to go with option 1 after re reading options. The fact that opt 2 for haddock would be open for for hire boats in MAY and not for private boats is absolutely criminal.

Federally licensed charter/party boats have to abide by the strictest rules, even when fishing in state waters. So for them there is no cod possession anytime, anywhere. So effectively they already have option 1. To penalize them if MA decides to give private boaters one cod wouldn't be fair.

Doubt cod will be viable for a long time if ever.
