surface lures at PPP

Think its to early to use surface lures at PPP. I read about a guy catching a 36" on a herring in the water for two minutes? How about herring chunks?

Use Albino Zoom Flukes, Salt & Pepper grub tails on RED 1/2 jig heads. Never seen much on surface lures this time of year 'cept for an occasional Yozi Minnow

I don't fish there much, but from what i've read/seen/been told, most people people jig that spot with soft plastics. albino colored zoom flukes, fin-s, storms and the like.
Too early to be taking herring, best to let 'em spawn first.
