Ok, on the table of the bench press  is the jig like capesam showed.  I need to find a thin piece of stainless to hold the swimmers in place of the thin copper thats on there, but for now thats good enough. 
 
On the base of the drill press I mounted a piece of wood that has a dowel center that I use for thru drilling.  On my press you can turn the table so its clear out of the way...

		 I've also done a few things with the jig base don capesams specifically to fit my drill. 
 
In the bottom of the jig there is another dowel center that I can use for thru drilling short plugs. 
 
One end of the jig has a 1/8 wide screw, and the block on the other end which fits tight, has a 1/8 in nail.  I am thru drilling with a 1/8 bit so they fit snug. 
 
I raised the level of the nail and the screw so they are 1/8 in taller than the sides.  I did this so that I can put a 1/4 dowel in the belly hook hole, and rotate the dowel so it lays on either side of the jig.  This rotates the plug 90 degrees for the eye holes...

I'm going to build a jig for the hand drill tonight similar to what you showed me...    
I can drop by after work any day next week (mon-wed), if any of those days works ok let me know...
 
I was so pleased with the way the jig turned out.  I have a fence that is attached via slots in the drill press table.  When I push it all the way back it is 2 1/8 from dead center.   So I made my jig 4 1/4 wide, so all I have to do to line up the jig is push the fence back as far as it goes and I should be centered.  To make sure its centered I put in a 1/4 bit and with the drill off I can lower the drill and if it goes into the hole for the dowel center,  I know I am centered.      
The jig is reversable in that I can flip it around to the other side and its still centered.   That way I can always hold the jig w/ the left hand and lower the drill with the right...
