Been a couple of years since I fished Norris. If I were to head there right now, I would fish bucktail jigs with twister tail trailers off downriggers or go with live bait off planers/balloon rigs or downrodding. Look for bait/stripers on your depth finder and keep your lures/bait around those depths.
Sometime in fall they'll come up shallow again. Most people there still run planers with bait. You can also catch them with artificals. 7 inch Red Fin or larger spook on top, or casting jigs subsurface. If the latter, I like a split tail spinner bait trailer (the forked tail type). When they come up shallow in fall they'll likely be chasing Gizzard Shad. You might get lucky and find them in the jumps (sort of like a blitz for you surf folks
).
A lot of the surf gang thinks of freshwater stripers as Hybrids. Many of the stripers are "pure strain", i.e., same fish as in the surf. Norris has pure strain stripers. Cherokee has both stripers and hybrid stripers. I'm slowly tryin to learn them a few things here
