Looks like there is foam on the roof
Was it cold enough for the spray to freeze?

I didn't see any freeze but yeah...the foam was everywhere! Pushed up between the houses.....a couple feet deep in a few spots! Up on roofs and blown and drifted across the streets!

Like Hye said, it has to due with the organic nutrients in the water. There are alot less nutrients in the water in tropical and sub-tropical regions, which is why there is less to no foam.
Coral reefs are almost totally devoid of nutrients, which is why the water is clearer and the sun penetrates deeper.
My guess is that in situations of high foam, there was some kind of organic die-off. If you notice in highly polluted waters, even in fresh water, you will see higher concentrations of foam.
Just my 2 cents.

Also, loose protein matter sticks to bubbles. Look up "Protein Skimming", as in saltwater aquarium filtration, if you really want to know more.
