CC doesn't = HP or Torque
CC is a measure of displacement, HP & Torque measure force
using that 15-17 cc = 1 HP formula, my single plug B&S go cart from when I was a kid had 13 HP instead of the 5 on the pull cord cover...

Like John said CC doesn't equal Horsepower or torque. Its a measure of displacement, like Cubic inches, or liters. How many liters in you car's engine? One liter = 1,000 CCs. So its entirely possible than one engine can be 195 CCs and 5 HP and another 195CCs and 10 HP.
