In my experience, from sign of first seal until disaster is only 3-4 years.

I've seen them further south but usually much colder when I spot them.

have seen seals in the bay as early as 9/18, so i guess its not TOO surprising to see them outside a little earlier...

I see them at Charlestown Breachway, but usually in Feb/March.
