Perhaps the safe rooms should be on all ships so this sort of capture can occur without putting the hostages in danger. Has far as the pirates being captured, I think it would be better if the sharks in the area were introduced to a new source of nutrition.
If being thrown overboard became the penalty I would think this piracy crap would end if not immediately at least when the food source ran out, plus the sharks would benifit...win win from my perspective.

Until these cargo ships start carrying private security firms that shoot and kill the pirates as they attempt to board the ship, the pirating will continue. As of right now, there's no consequence. If they are captured, they probably eat and sleep better in our captivity than they do in their mudhuts back on their mainland.

Thats why I think the appropriate action would be to throw them overboard. Having a safe room used in conjunction with some form of disabling of the ship before it's taken over would eventually get them to stop.
