help with planer boards

I got plans for a set pf dual planer boards off an internet site, and made them, but they're not working correctly.

Instead of running nearly perpendicular to the boat, they're running at about 20 degrees, way back of the boat. When I try to speed up a bit to see if more speed will help, the front of the board dives under the water, and sometimes the entire board goes under.

My guess is they need more weight at the back, but how much should I add?

What I'm planning on doing is drilling a hole in each of the boards near the back and pouring lead into the hole.

However, if anyone has experienced this before and knows the solution, I would appreciate your help.

The boards are made of 1 x 6 x 28" redwood spaced 10" apart with threaded steel rods. The one rod in front is 1/4 inch dia. and the two at back are a 1/4 inch rod on top, and a 5/16' rod near the bottom which is supposd to act as a keel. And there is a 6 inch 1/4 inch diameter eyebolt near the front to which you attach the line from the boat.
