		 When I've had to recoat, I've sanded with a maroon scuff pad, wiped with isopropyl alcohol (previously acetone but this strips the bare spots) and then applied the epoxy with my finger (in a powder free glove).  I seem to get a smoother, thinner result with less bubbles.  Just don't try and touch it up latter once the epoxy starts to grab. I'm using the system three clear coat, however, which is a very thin product to start.
