it all depends on how close the gulf stream is flowing and how often fingers of warm water come close to shore and it also depends on which way the wind is blowing the water. when they measure water temps they only are measuring the surface temps, i have had 68 degree surface temps and when i went scuba diving had the water be 48dg and freeze my ass off.
