Comes down to the difference between their purpose and how they were marketed. I've experienced that smaller LCDs (sub-32") typically won't have an internal tuner. Some of the cheaper units of the bigger displays often don't have internal tuners either. One rule of thumb that I've seen, if it doesn't have speakers built-in, they almost never have a tuner.

My experience comes strictly from the Corporate A/V rental side of things and what we've purchased for our needs. I don't pay a ton of attention to how the larger displays are marketed to consumers.
