Not on a buddies boat but from shore yes. I have a boat permit and have been fishing from shore this year so I got checked with 4 fish by the Enviro police the other day at the canal and he checked my license and told me everything was A OK. Lots of guys are doing this now. A lot of them have no intention of fishing from what ever boat they are registered for. It is how they get around the 2 fish compared to the 15 fish. I do plan on fishing from my boat but some days I can't so I pick the shoreline. Grey area is a good description.
