IMHO..comercial is comercial...doesn't matter if you fish from shore or boat....we all know comercial regulations are skewed. .the guys from shore are getting screwed...it all counts to the same quota so.we know who had the final say on that. ...all this jibbersh and one thing is clear...the law is the law...rarely are they fair.
