I don't believe that is correct (herring live in Ct shops). I sat at a CTDEP presentation last month sponsored by CCACT. We were told by the DEP that the only way to fish live (river run) herring in CT was with an importation permit which can be obtained at DEP headquarters. There is a fee and it is good for three days. You can fish frozen herring from the shops, and a receipt is a good idea. The permit allows you to use live herring obtained from somewhere other than CT waters. I suppose it it possible that one or two shops are offering herring caught outside CT to permit holders, but why would anybody go through the hassle?
