Question- Re Cod

So, I am hanging out on my seawall when I hear a sizeable splash, look out into the channel and see this fish hanging at the top. It was swimming in a circle about 20' around... I am positive it was a fish, and posssibly a linesider, it was dark ond I am sure it had a fin on top.. I estimate the fish was approximately 40"... So, my question is, do cod ever swim/feed on top ?
Kinda early to see biggins in front of the house but not impossible..

and to answer the obvious question, Yes I was casting towards it, but it was about 30 yrds outta reach, if it came even 10 yrds closer I was gonna swim out to get it.. The night before I had a dream I caught a 60# but it was april so it didn't count for the year long tourney (MSBA) and no bragging rights... and minutes before I saw the fish, I put a new real on a new custom rod I got this off season and was practicing with it, so i thought it was destiny this cow showed up, I grabbed my rod and race for the point...but I got nuttin
Maybe it will be back after May 1st

Used hard and put away dirty....
