Eels are a great cow bait, but they won't cull the cows. I've had 16" bass take a 20" eel more times than I'd care to remember. Even shorts can't resist a wriggling eel.

Down here, the best way to cull a cow is to go to a shop that sells fresh bunker, just netted within an hour or so, and choose some about 12 or 14" long. Then head for the beach, find some good structure, cut that bunker in half, hook the head half, dripping blood, guts and slime, on a strong 8/0 hook, and using a rod that can throw 8 oz and half a pogie, cast it to the structure, and hold the rod in your hands. Every few minutes, move the bait a tad. That's fishing, not dead-sticking. It's a great method for when you only want to target 20-40 pound bass. And of course, the key to it is absolutely fresh bait.

9" Storms and Tsunamis are another good cow method, but you just can't risk them at 7 clams a pop when blues are around.
