Is a Federal Permit needed for Bones and Albies?

I was reading this this week's Fisherman report section, and in talking about the SBFT around, they mentioned you need the permit to target these fish, followed by "as well as for Green Bonito and False Albacore". I was always under the impression that bones and FA were exempt from the permit requirement, is this true?
