I know Norwood police officers, and they say it is a whaste of their time arresting them, because if they go in front of a judge, the judge just gives them a small fine to pay or just throws the case out!!!

You're right Ronnie.

That's what happens here on the Cape as well, we are flooded with Brazillians also. I lock up one of these guys and absolutely nothing happens, except the tow operators gets his tow fee if he's lucky. And how the hell do you communicate with someone when they don't speak English? How do I tell one of them people that they need to have a Massachusetts license, not a forged or photocopied fake "Republic of Brazil" license to drive here. All I get is a blank look and a shake of the head and a shrug of the shoulders...
