Usually, sometime in the time frame you will be here and often around a moon, an obscene quantity of fish between 24 and 36" and larger will move into the Bay. Don't be afraid to fish some larger baits as that would be exactly what these fish will be looking for. From the boat I fish nothing but bigger baits in the Upper Bay; 9" Tsunamis and Storms, Danny Plugs (2 1/4oz), Spooks (as long as it's big), etc. From shore drop down to slightly smaller Tsunamis depending on where you are fishing as the 9 finds the bottom very quickly.

If it's cold or the bigger fish are late, you'll want to have plenty of tiny offerings as the initial fish are VERY small. 3" Storms, Cocahoes, etc. Don't think the opportunity for bigger fish isn't there though, be prepared. After several VERY cold winters in the recent past where the Upper Bay froze over between Bristol and Prudence Island we have had schools of quality fish (above keeper size) mauling 9" mantis shrimp and adult herring on the surface complete with birds working them in the last week of April. This winter has been mild, but we've also had mild winters where the better quality fish were as late as the 2nd week of May. We'll just have to see what happens.

I know that doesn't help you in regards to what gear to bring, but that's what can potentially be going on in the Upper Bay in late April and early May.
