Spro bucktails and Uncle Josh Sea rinds

I went to boaters world today, and ended up picking up a few packages of storm lures and some wire leaders on sale.
Then I thought :
Let me put together some info I was given at the forum.

So I picked up two of the 1/2 ounce Spro Prime white bucktail jigs and a jar of 6" x 5/8" Uncle Josh sea rinds (No. 56-S Forked tail strips, yellow with white body.

How is this for winter fishing at Fox point power plant in Providence???
If I attach a sea rind trailer to a 1/2 ounce Spro Prime white bucktail jig , what methods of retrieve should I use??
