tips for bringing camera to the surf...

You've all been faced with the predicament... "if I could get a photo right now, I'd let this fish go... but since I cant I guess I'll keep it" we wear dry tops, tight belts, etc. but I want to hear how you guys keep you cameras DRY, and on-hand ready to go quick when you land a fish that you want to release. zip-lock bags fail... also, can any of you recommend a salt-water proof camera that doesn't break the bank? I hate worrying about my camera in a ziplock everytime I take a wave in the face....
