Dockside Pogie Pen

I'm just starting a winter project, and looking for some tips and advice.

Looking to make a fairly large pen to hold bunker at the dock.
Right now I think I can fit 8' x 4' x 4' next to my slip. Thinking about pvc for the frame with plastic fence material for the sides and then making some sort of cover as well.

any design advice would be appreciated.

also - the harbor has very good tidal flow (10ft) - how long can I reasonably expect to keep them alive if I cast net them, or at least weed out the injured ones that were snagged.
I read an article a long time ago in sws about this, but couldn't find it.
