In NJ how many cops does it take to arrest 2 people in a car

In 1996 I was stopped on the NJT for doing more than the speed limit.
2 cars cut through the truck to cars only lane at high speed, and where backed up by 2 more.
Mandatory court appearance, out of state license, yada, yada. No reciprocal on insurance however. Cost me about a grand total.

Them dudes are mean.

Drive the GSP, they are rarely on that road.
