From what I have been reading the last couple weeks, it seems that last years "overage" could actually shut down ie "a completely closed season" fluke fishing for this year! (that would suck!)
I have alwayst thought that the rec fishing statistics survey is badly flawed (they themsleves admit it is not very accurate) but now it looks like this is getting out of hand.
They can't manage bass worth a damn (esp in ma) and now they are going to screw up the summer flounder. I think its time to flush these guys (half of whom have a conflict of interest) and start all over.
