I don't know that any of us here are legislators who can write laws. I'm pretty sure this is a forum for debate, not a forum for actually forming public policy.
Liberals ignore the actual issues (and solutions) applicable to this community, and instead make it worse, by telling them to blame whitey for everything. Sorry if you don't like hearing that.
