The fish rots from the head.
As the virus spread from China across the United States between January and early March, large-scale testing of people who might have been infected did not happen. Because of technical flaws, regulatory hurdles, business-as-usual bureaucracies and lack of leadership at multiple levels.
The result was a lost month, when the world’s richest country with the highly trained scientists and infectious disease specialists, missed its best chance of containing the virus’s spread . . . . spin that.

I didn't miss anything. Your bullet points are not a revelation. You and the media have given us a repetition of timelines aplenty. I posted the video merely as a response to your video. Personally, I didn't see much of a reaction by Birx in the video you posted. Maybe it's there and I don't want to see it. If it is there, it certainly isn't very pronounced. But I think your point was that she was dismayed, or disgusted, or annoyed, or something negative toward Trump's comments. The video I posted didn't back that notion up at all, but even seemed complimentary to Trump.
And there are other timelines that don't blame Trump. And more than one thing was said by Trump on those particular days and on other days. Other politicians and medical experts have timelines of saying things that are supportive of Trump and/or are similar to various things Trump said. It's a trick to pick various statements Trump made on various days, all of which are Trump negative, but disregard all other things Trump has said and done.
In particular, Trump saying supportive things about adversaries with whom he is negotiating is very common, and are often inconsistent, and I have always taken them with a grain of salt. His actions speak much louder than the sometimes strange way he speaks. I like a lot of what he has done. I understand that you need to spin his words and create or paste timelines in a certain way. Knock yourself out.

So you believe he continually says and does something else that produced no results even though his tweets and statements are pretty clear and you don't produce any contradictory information.
You claim there is another timeline somewhere out there, sounds like a fraudulent claim to me or at best a trick to support Trump*.
You can't believe what he says because it might mean something else.
Remember there are several different explanations floated by the administration regarding the light and disinfectant debacle.
Dr. Birx claimed he was thinking out loud and riffing.
White House press secretary Kayleigh McEnany "President Trump has repeatedly said that Americans should consult with medical doctors regarding coronavirus treatment, a point that he emphasized again during yesterday's briefing," she said. "Leave it to the media to irresponsibly take President Trump out of context and run with negative headlines,"
"I was asking a question sarcastically to reporters like you just to see what would happen," Trump told reporters in the Oval Office.
The funniest thing about the "I was just being sarcastic" defense is it comes after almost a full day of his supporters and Press Secretary claiming no, he actually never said to inject yourself with disinfectant and the media is totally taking him out of context.
Someone is certainly fake there and it doesn't look like the media is the one.
Over 54,000 Americans have died from COVID-19, and somehow Donald Trump* is the victim.

Frasier: Niles, I’ve just had the most marvelous idea for a website! People will post their opinions, cheeky bon mots, and insights, and others will reply in kind!
Niles: You have met “people”, haven’t you?

I don't really grasp what you're trying to say here. And I have produced contradictory information in other posts. But you say you don't read them.

I have posted a couple of other timelines but you say you don't read my posts.
You can't believe what he says because it might mean something else.
I didn't say that. I have said in other posts what I believe about his saying nice stuff about adversaries, but you say you don't read my posts.

Yeah there are explanations that differ from your implications.

I don't consider his remarks about disinfectants or sunlight to be important enough to make a continued fuss about. Dr Birx said she was bothered by the continued fuss that was drowning out more important information about what progress was being made, or something to that effect. I could perfectly understand Trump being sarcastic enough to say he was being sarcastic just to get off the subject and on to more important things.

He is not THE victim of COVID-19. He is A victim of biased media coverage. But that is to be expected.
