i agrea with fww. the inshore reefs are stripped, the locals mainly use fish pots or z-traps to target the " inshore species" the offshore fishing is ok with wahoo dolphin tuna and some billfish. you probably won't have to use your own set up if you go offshore unless you want to. if i was going to set up on the beach to try to surf fish i would try to find some fairly deep water and throow out a strip bait. Take the side off a ballyhoo and fling it out there one on top and one on the bottom and hope for the best. some bread soaked in sardine oil might work as well but it is a trick keeping it on the hook ( small treble sometimes works) just my .02
