Contact the Massachusetts State Attorney General's Office and ask for the pamphlet on shore access. It outlines the law in plain English and is very informative. Yes, you can fish anywhere in the "intertidal zone" or "wet sand area" but you cannot cross private property to get there. It's a tiny bit more complicated than that, and the section on "adverse liability" is very, very interesting, so try to get a copy if you can. They used to send it free of charge but it was written when Scott Harshbarger (sp.?) was the AG, so it may be out of print. Worth a try, though. I carry a copy in my plug bag, and it has saved me more than once in a situation that could have become quite ugly.
