Your right FT! Justbecause the water is stiff on top there are fish underneath swimming and hungry. Some days are wicked slow but most days you are running constantly especially first sfae ice of the season. 4 inches of black ice and we go out. Some days you can't seem to get all the traps in the water because you set one in and look up and the one you set before is flying. I luv trout fishing when the air is still and you can see the whole tilt vibrating from the run off as the fish is taking line.
