I don't know where the Towle factory is, but if you go up the street directly across from the parking lot there is an empty lot. I was directed to this lot as an option by the fellow working the ramp one day. The lot was full and people were simply waiting for a boat to come out and move their trailer to free up a spot so someone could launch. I went right to the front of the line (15 boats or more), launched my boat, and waited at the dock while my friend drove my truck and trailer up the street and parked it. Didn't have any trouble before or after. If that lot is off limits, then I guess it's not patrolled. Anyway, I would certainly use it again unless I heard different.
One thing for sure, the Cashman Park ramp is a breeze compared to Salisbury. I launched there once and will not go back.
