"DEM Enforcement" is an oximoron. There is no real enforcement. And what little enforcement there is has no teeth to it. Fines are lame. Jail time? Ask about the punishment for taking too many sb or an undersize fish. Ask how many arrests were made in 04 and what was the magnitude of the fines?
Until the law has real teeth...enforcement cannot be effective.
