Could just be you ran into a bunch of tail-pulling shorts - that was bound to happen sooner or later this spring.....
A buddy of mine would lower the tip and then pull the slack line with his other hand when he got short hits - he would hold the slack out with the rod tip down until he felt resistance, he then let the line slide back out, then set.
It works, but it usually just confirms that they were smallish fish.
Bigger fish don't tend to screw around with the eel. Try down the road about three miles.
