This is out of my leauge but I would assume your next possible route would be with the State Police (of which you know some) or the Attorney General's office. Local paper might be an idea to consider, down the road

I'm no expert either but I would go back to the police statuon and file an assault charge on both people who touched her. If they refuse to take the complaint , ask to speak to the Chief , if he won't take the complaint , call the mayor and go to the state police.
I would also find out what law enforcement agency is responsible for the security at the court house (county sherrif or something) and file a compalint with them too. If someone grabbed her in the court house , I would think the court house law enforcement would get quite upset about that.
You want as many people as possible to know , in writing that these people assaulted her so they put them on record in case it happens again.

I agree, the police can't deny you the right to make a report. It's possible they could say the action didn't constitute assult, but in the end that's for a judge to decide if you pressed charges.
Regardless, if there's a credible threat of violence...make sure it gets reported ASAP!

If this was me and I was on duty I would;
Head to the State Police and explain the situation and the police department connection. Ask the SP to charge his brother with assault and battery(grabbing her shoulder), assault(for raising his hand to strike her but not) as well as intimidation of a witness. Do the same with his father for grabbing her, putting his finger in her face(assault), intimidation of a witness as well as threatening to commit a crime. You can't let these actions go unrecorded in case something happens.
If the SP are unwilling to assist you, go to the district court and take out the charges. Then contact the local PD and file a written complaint on the officer who told you to come back later. He basically blew you off. Followup the complaint with the mayor or selectman afterward.

Ok thanks, I told my sister today to call the State Police, if the city pd won't do anything, this is bull crap. I doubt she is going to contact the staties, she doesn't even want to go back for the restraining order renewal. I am making her go to the court date next month, and I am going with her, it is the renewal for the restraining order. They don't have the nads to touch her in front of me. I just want to pop the father, and brother in the nose...

That sucks Bill, you certainly have a reason to be infuriated. Try to keep a cool head and have some restraint. Bring a small handheld video recorder with you next court date and catch them with evidence if you can. Pieces of trash like that will never change, be done with them. Sounds like she may need a good lawyer. Sorry to hear that.

Bill,
Stay cool as a cucumber.
Your sister needs her family's help.
If you can, get videotape evidence.
State police is your next stop if you believe there is some level of misconduct going on at the local pd level. You can also try to speak with your State Attorney General's office.
Get someone's ear, and calmly state the facts.
Is there someone who can accompany your sister while she is out and about?
