That, I think, is a Floating Plug, which when dragged through the water will dive deep.
Cast it out, let it float with a twitch now and then and when you begin to retrieve it you may want to bring it in steady at first till it gets really deep and then just pause and give it just a bit of slack so it will sit in the current and wiggle, but because of it's bouancy it will wiggle and rise in the water colunm. You may need to feed it a little slack to get it to rise, dependent on current conditions.
Practice with it during daylight and you can hopefully get good with bringing it deep and getting it to swim up to the surface and then reel it down again and then let it rise.
You can cover a tremendous amount of water area if you can control it so it dives and then comes back up.
Good Luck, and be ready for the strike as it begins to rise up from the depths.
